Flight plugin

Would it be possible to add this plugin? it basically makes it so you can fly using feathers. as long as you have feathers epuipped you are able to fly, you can also stop in mid flight which automatically places a block under you, then when you take off again the block is automatically removed.
Im not 100% sure if it is updated to support the latest version of mc but at least give it a look, please:

Why do i ask for this?
1: you can completely disable any client side fly hacks/mods thus preventing any unwanted players from zipping around the map like a flying monkey from the wizard of oz. XD
2: you can charge people money aka: gold ingots or something of value, for a flying permit to restrict this ability to only those who really want it.
3: It also restricts the user to ONLY using flight for transportation. ie: no flying around shooting arrows at unsuspecting players.
4: This can be used by video makers for getting great birds eye views of towns and such. *could be great for promoting the server.*

i dont ludi all that work on our wall just so peeps can fly over? i dont think its a good idea and will be used to get in places where u normally wouldnt

yeah mods have magic carpets fro mod reasons like checking for hacked items in chests, and it is illegal for us to use to get over walls to bases unless for mod purposes and we arent aloud to use to sneak up on people or wutever
